Supporting cyber security with enforcement regulation
A leading Australian Government department engaged 1 and One to develop a framework for enforcing new regulations to protect vital national assets from cyber attacks. The nine-week project’s primary objective was to operationalise recent legislative requirements and enhance regulatory capabilities. This initiative was crucial for national security, as it aimed to ensure the protection and resilience of Australia’s key sectors and systems.
Discovery
Establishing a regulatory framework aligned with national standards. Through detailed legislative analysis, foundational documentation was developed outlining key processes, compliance mechanisms and response options. This included creating prioritisation guidelines and resource allocation frameworks, supported by thorough regulatory insights and data gathering.
Analysis
Comprehensive enforcement processes and risk controls, incorporating efficient industry reporting systems was established. Through detailed analysis, we developed tailored process guides, risk management strategies, and decision frameworks supported by clear communication materials. Our approach integrated cybersecurity and technical requirements with regulatory considerations, ensuring robust documentation and procedural guidance across all components.
Concept
Developing a comprehensive implementation strategy, including detailed timelines, resource allocation, and activity planning. We established robust monitoring and evaluation processes to assess framework effectiveness, supported by practical testing mechanisms. Through stakeholder simulations and rigorous testing of key deliverables, we validated the framework’s operational readiness.

Following stakeholder feedback, we refined the framework and developed system integration strategies. Our team delivered strategic insights and technical recommendations to enhance framework effectiveness and system compatibility. Through a collaborative evaluation process, we developed comprehensive system update recommendations to support successful implementation.
Delivery
Through scenario-based testing, we assessed framework effectiveness from multiple stakeholder perspectives. We developed and delivered comprehensive capability building programs, including tailored training materials and sessions covering procedures, systems, and risk management.
